I think in that case it would be easier to start from an old vehicle. Doing alterations to a car is much easier then fighting bureaucracy. After all, even repacing everything in a car is reasonably inexpensive. Parts prices are: Body ~$2000 Ebgine: ~$1500 Gearbox: ~$400 Driveshafts: ~$150 (2 of them) Axles: $1500 (Army type with wheel rediction units) Civil ones are cheaper. Chassis: $800 Power steering kit: $400-$800 (depending on the componets' manufacturers) Engine can almost always be rebuilt to specs of a new engine because old type UAZ engine has removeable cylinders.
